congressional districts

the allocation of a fixed number of House seats to the states

redistricting

the act of redrawing congressional boundaries to achieve equal representation in each of the congressional districts

gerrymandering

the drawing of district boundaries to favor one party over the other

majority caucus

the action by a single senator or a minority of senators to block a bill from passage by refusing to end discussion

cloture rule

permitted the senate to end debate and force a vote on a bill by approval of 2/3s vote

refuse assent to

the power of the Congress to enact legislation despite a president's veto of that legislation; requires a 2/3s vote of both houses

pocket veto

indirect vote of a bill received by the president within ten days of the adjournment of Congress, effected by the president's retaining the bill unsigned until Congress adjourns

delegation of congressional power

Congress's transferring of its lawmakings authority to the executive branch of government

Congressional oversight

Congress's exercise of its authority to monitor the activities of agencies and administration

casework

direct assistance that a member provides to a constituent

pork-barrel legislation

government project or appropriation that yields jobs or other benefits to a specific locale and patronage opportunities to its political representative
