Moral Entreprenuers

Manufacture public morality through a multistage process. Construct moral meanings and associate them with a particular act or conditions through institutions, agencies, symbols, and communication.

Two facets of deviance-making process

Rule creating and Rule enforcing

Rule-Creating

Without which there would be no deviant behavior. May be done individuals acting alone or in groups.

Rule-Enforcing

Applying the rules to specific groups.

First goal of moral entreprenuers

Generate public awareness of a problem through a process called "claims-making"

Claims-making

Drawing our attention to given issues by asserting danger messages, creating a sense of potential danger to society and their recommended solutions

Second goal of moral entreprenuers

Bring about a moral conversion, convincing other of their views. Converting nuetral and previous opponents into supporting partisans and attracting media attention

The final goal of moral entrprenuers

To look to form alliances or coalitions with different groups in society to support their campaigns.

Moral panic

A threat to society whipping the public into a feeding frenzy. Triggered by a special event at right moment. Temporary, but widespread concerns about an issue

Drug Wars

Never merely reactions to the various troubles people can have with drugs, but rather a recurring cultural phenomena in their own right and must be understood sociologically

Reading the historical episode, one can abstract a recipe for drug scares and repressive laws that contains the following

seven ingredients

Rule-enforcing

There has been sufficient indigestion of altering chemicals to provide some basis that says its a problem

Media Magnification

Media dramatize drug problems in the course of their routine news-generating and sale-promoting procedures

Politico-Moral Entreprenuers

Entreprenuers calling attention to drugs using behavior and define it as a threat about which "something must be done". Had interests of their own (often financial), little to do with drugs

Professional Interest Groups

These groups claim for themselves, by virtue of their specialized forms of knowledge, the legitimacy and authority to name what is wrong and to prescribe the solution

Historical Context of Conflict

Conflicts- Economic, political, cultural, class, racial, or a combination- provided a context in which claim makers could viably construe certain classes of drug users as a threat.

Linking a form of Drug Use to a "Dangerous Class"

Entreprenuers were able to construct a "drug problem" by linking a substance to a group of users perceived by the powerful as disreputable, dangerous, or otherwise threatening

Scapegoating a Drug for a Wide Array of Public Problems

Gives great explanatory power and thus broader resonace to claims about the horrors of drugs.

Some states are more likely to define our identity than others, Deviance is often such a master status that determines our identity, auxilary traits are associated with master statuses.

Primary Deviance

One commits deviant acts but such acts are unrecognized. As a result, one avoids being labeled deviant and avoids deviant identity

Secondary Deviance

One commits deviant acts and such acts are related by others as deviant.
