HCM and DRV wanted them mostly, DRV military men didn?t want them; Giap and Dong anticipated no elections ( wanted time to regroup/collaborate Diem didn?t want elections( knew he wouldn?t win; when US said they shouldn?t hold elections ( violation of Geneva and DRV might break Geneva also Soviets ? didn?t want free elections in VN ? would have to have elections in East Europe as well where Comms would surely lose (Germany) China ? didn?t want elections ( would be reunified didn?t want a strong VN on Southern border (would be a threat) Legal reasons to NOT hold elections: Saigon not obligated to respect terms of political declaration because they didn?t sign it! US also refused Unfair to expect Diem government to respect provisions made by France (former political oppressor) before the government was even truly created Impossible to hold free elections in North ? they would be rigged under Communism Legal reasons TO hold elections: Bound by declaration ? said they wouldn?t interfere but by supporting Diem they are interfering By the US backing Diem, DRV doesn?t have to adhere to Geneva either ( both sides ignoring the settlement Practical reasons: North wanted 13th and South wanted 18th so they settled on 17th parallel ( weakened North avoided US involvement 1st war: HCM got support from central area ? MATTERED where the division was! Limitations of troops and equipment ? pacified for a while; over a million Catholics moved from N(S Purpose of migration from S(N for Ho and Giap ( could consolidate support and train people Moral reasons: let people determine own government or preserve their country for the long-term by helping them hold elections? US only promoted elections in places where they knew Comms would lose! If US had let Diem go through with elections knowing he would lose, that would be immoral!
