Three examples: business cycle, efficiency, cooperation and consolidation the intractable hours problem New Models in industrial and public relations: Welfare Capitalism and the Corporate Soul. Presidents Conference on Unemployment (1921) Hoover wants helps for economic downturns for the jobless, but uses govt. to organize grassroots movements rather than an overarching govt. program. Hoover appeals to public mindedness and voluntary cooperation for the civic good of society. 1921 Downturn - Remedy: Increase in public works spending loosening of lending to encourage investment Mobilization of Committee on Civil Emergency 1923 Overheating - Remedy: Decrease in govt. expenditure tightening of lending encourage moderation in investment Problems solved!!! Reaction to 1921 and 1923 made Hoover and others confident in handling the economy, and led to overconfidence in the crash of 1929. Hoover wanted modest govt spending, and small to limited govt role in social welfare, instead govt is like an coordinator of grassroots movements to help communities take care of themselves. 1927 Flood - Coolidge admin basically says go fuck yourselves we don't protect people from rain. Vetoed Farm bills, increase in disposable income does not help most farm products. People don't eat significantly more when wealthier. A public concern: The work day in the Steel Industry New scrutiny for the long work day The United States Federal Public Health Service (FPHS) The Federated American Engineering Association (FAES) Recall: A turning point that did not turn: the 1919 Steel strike FAES, The Twelve Hour Shift in Industry Evidence of three shift system in other continuous operating industries A "higher grade of labor" increased productivity fatigue and waste reduced, most workers would start to lag by hour 9. Victory of the Experts: August 2nd, 1923 Significance? Length of the workday in steel industry becomes public concern Power of expert analysis, informed public opinion, and Hoover. Potential for self-regulation No need for statist intervention. New Models in industrial and public relations: welfare capitalism and the corporate soul. Why do we see employers altering labor and public relations during this period? the problem of turnover: The example of Ford's $200 million per year problem WW1-era economic and social instability Effort to humanize the image of modern corporation. Previous efforts to achieve economic security: Fraternal, paternal, union, benevolent, and political groups The benefits of Welfare Capitalist employers: Pension plans Home ownership assistance plans - encourage home purchases to tie workers nearby and with a large debt, reducing incentive to leave their job. Stock purchasing programs Insurance: life, accident and medical Recreational activities!! sack race, shoe race, used to build cohesion and morale for workers, part of strategy to build corporate soul and reduce turnover. How many companies employed these types of programs? The 1500 largest companies 80% had adopted some form of welfare capitalism. Associational Liberalism and Welfare Capitalism No need for state intervention in labor relations. No past precedent of govt providing a large ever-present welfare blanket. Public problems can be solved by private industry Convergence of capital and labor's interest Who can take of you in hard times? Company hospitals, union coops, religious coops
