Senate Finance committee didn?t put out the bill yet so it?s harder to move forward Check to keep leg. action from happening but he wants something affirmative EX Clinton said he would veto any bill if it didn?t provide universal healthcare Party bc we have a system that makes it difficult to pass things like healthcare is one of the reasons why we don?t have it, even though many other industrialized countries have it Inevitably this is going to redistribute resources from those who have them to those who don?t (Madison?s fear) Bicameral legislature Weak role of President Make own rule Filibuster Committee Hard for Obama bc Obama wants to change things but the Constitution makes it hard for him to change things and easy to stop change Elections: Deciding to Run Run: Open field?
