Affirmative Action predecessors
- Executive Order 10925 mandated that projects finance with federal funds take affirmative action to ensure that hiring and employment practices are free of racial bias (JFK, 1961)
- Civil Rights Act of 1964 covered employment practices of all businesses with 25+ employees (later 15), prohibited different voting standards and discrimination in public accommodations

o UC med student sued the U of cali because they had 2 separate admission schools; 1 for whites, 1 for minority students (receiving 16 out of 100 slots)
