helps us select our leaders some amount of policy direction shows what we support, a chance to weigh in on it citizen development, helps us be better citizens informs us & elected officials about what is going on contains conflict legitimacy & stability voting why don't people vote? don't think their vote will matter → rational non-voter people choose to be uninformed & think it matters laziness don't like either party if everything is basically ok, no need to really vote → rational non-voter
