If you were to design a "harmonious city" in line with the recommendations of UN Habitat, what would you propose?
There are 4 categories. 1. Social capital (levels of trust, community participation): develop bonds between city gov'ts and community organizations, increase level of voter participation. 2. Inclusive urban planning: place needs of the people at the front of planning process (bottom-up approach), look at local history, culture, ecology (work within local confines), focus on stimulating social cohesion by articulating vision depicting common future for the community.

3. Unify the divided city: create strategies, policies and procedures that are clear and easy to follow for slum upgrading, slum prevention, and urban poverty reduction. Raise awareness of slum existence to increase political commitment, foster institutional innovations to provide housing/services to the poor. 4. Good governance: create an institutional consensus among city gov't, break legal restrictions on local municipalities to make them more accountable and better able to govern.
